Announcements and Introductions:

	Approval of the Midwinter Minutes

	Report of the Nominating Committee: Brian Schottlaender

	Report on the Materials Budget Survey: Bob Sewell

	Status reports/comments/questions for ARL, CRL and LC in response to
reports submitted prior to the meeting.

1,	CRL Discussion on new initiatives and programs: Milton Wolf
	The Center for Research Libraries has begun a number of initiatives in
support of research library collections, and we are very interested in your
thoughts about their value to you:
	a. Superseded Reference Collection storage facility at CRL, and use
of CRL for remote storage.
	b. Establishing an International Coalition On Newspapers (ICON) to
provide access and preservation to foreign newspapers for research
libraries.
	c.. CRL as an archive for both electronic and paper resources.  We are
already housing the CIC electronic journals collection, and negotiating
with JSTOR to provide a paper archives for their electronic serials.
	d. Continued expansion of Website access to CRL's holdings, including
multiple means of document delivery.

2. 	Gifts and Exchange Programs: Jeffrey Horrell
	How do gifts and the processing of gifts impact our collecting
activities?  What are the important issues in donor relations, and how are
we
addressing them?  How vigorously are research libraries maintaining
exchange programs, particularly outside the former Soviet Union?

3. 	Update on the .ARL and a discussion of Special Collections: Gordon
Rowley 	The ARL Research Collections Committee has added the topic of
Special
Collections to their agenda for the coming year.  Joe Hewitt, UNC,
introduced the topic for discussion and prepared a brief statement on it
for the ARL meeting.  Are the specific points that the Discussion Group
would like to see made in any such discussion?

4.       Brief report on the University of Texas, Stanford and UC Berkeley
cooperative collection development program in Latin American Studies: Merry
Burlingham, Assunta Pisani.

5.   	Advertising in commercial web information resources: Ann Okerson
	The recent discussions on Liblicense have made it clear that there
are a
variety of concerns about advertising included in resources for which
libraries pay.  The discussion of the issues involved will help to clarify
perceptions and realities on costs and information provision.

6. 	The future of scholarly publishing: Ross Atkinson
	This discussion will include two related topics: a discussion of
the terms now being offered by larger publishers for the electronic
versions of their
paper journals.  This will provide a lead in to a discussion of  a draft
proposal, from the Digital Committee of the AAU, to separate the
certification process (peer review) of scholarly articles from their
publication.  This has significant implications for collection development
and the scholarly communication process in general.

7.      ARL Brief Report on the SPARC Project: the timing of this agenda
item will depend on the reporters who have not yet been named.
