Upon further investigation, I have learned that this title, TCB, is published using a publishing system called Open Journal Systems (OJS), and OJS supports a protocol called OAI-PMH. Sending various OAI-PMH "commands" to TCB returns metadata such as authors, titles, dates, etc. For example:

https://serials.atla.com/index.php/tcb/oai/?verb=ListSets
https://serials.atla.com/index.php/tcb/oai/?verb=GetRecord&metadataPrefix=oai_dc&identifier=oai:serials.atla.com:article/143
That metadata can be cached, processed, and then used to harvest the remote PDF files. Hmmm... Let me see if I can apply my acquisitions skills to do this work....
