While your question is (intentionally) broad, I am willing to take stab at answering.
At UMiss, the department of continuing resources and acquisitions is just one part of the technical services division, and I will restrict my summary of services provided mostly to what I supervise in that department. Our primary user-base for services is the subject liaisons and library administration. Our only direct contact with faculty or students is in technical support for library resources, when access doesn't work the way it should.
Services for liaisons/administration include: investigating new vendors or e-platforms for accessibility compliance and licensing compliance, gathering usage data and consolidating with subscription information for renewal decisions, checking on pricing for possible new purchases/subscriptions [note: liaisons have access to agents' database for pricing but most prefer to ask for assistance], acting as intermediary with book vendor on DDA and approval slip profiles, acting as organizing point of contact on cooperative purchases [ie. when several liaisons want to pool funding to make a larger purchase; we have a diffuse/de-centralized funding structure], creating reports about centralized purchasing from DDA or PDA.
A [newish] service being requested of our automation department of technical services is analysis of proxy data. CRA dept supplies the data [access to the data] and automation matches with patron data, anonymizes, parses, and loads to Tableau so liaisons/administration can run queries. It is labor intensive but highly desirable information.
