That's a good idea -- and one that has already been done by NASIG! They created a Core Competencies for Electronic Resources Librarians in 2013, and revised it in 2016. For more information, see:

This is already an excellent document that outlines most what I could think of. After I have added my comments, most relevant to e-resources, I wonder if this can be done in collaboration with a similar undertaking by an e-resources committee. After all, the world of Acquisitions Librarian is meeting with that of an e-resource librarian increasingly.
