We regularly use Alibris. They have a library specific site called Alibris for Libraries, but you can you the general site as well.
Alibris for Libraries will invoice you as well as allow for credit card purchased. The invoicing/documentation is clear and thorough. It meets the criteria for our University accounting department.

I've ordered from powells.com<http://powells.com> and was pleased with the results. My problem with Amazon is that they now have a policy to not provide an invoice. Sometimes I receive one and most times I do not.
