At UMass Amherst, our special collections and university archives folks collect cook books.

In theory, though not always in practice, our cookbooks fit into a collection policy that privileges region (New England), genre (“community” cookbooks, “corporate” cookbooks, cookbooks by New England authors, manuscripts, and ephemera), date (pre-1980), and a handful of special themes (ethnic cookery, vegetarian). We also weigh fit to other areas of our collecting policy (esp. social change). Since the vast majority of cookbooks come through donation and since we don’t for the most part deal with in-print cookbooks, we aren’t faced with being as stringent as some of our peers. When I do spend on cookbooks, I tend to be very tight to the above list, looking for high points that are less likely to be donated.
