Prepayment is increasingly expected from foreign vendors; made possible and also likely doing a great deal to boost the success of services like Paypal.
Note that bank wire transfers can meet the same or (usually) heavier fees at the receiving bank. There are three types of fee structure:
1) sender pays all fees
2) fees are shared/collected by sending and receiving bank (and intermediary banks)
3) receiver pays all fees
Option 2 is the default. Most banks won’t touch option 3.
The only one that is neutral for your vendor is option 1.
As these fees can be upwards of $25-$50, it’s easy to see why a vendor may add a “handling charge” to a transaction!

I have not dealt with this particular organization but judging from their website http://www.jewishstudies.lt/ they look legit.
I know that infrequently when we have had to order items from small vendors in out-of-the-way-locales we have had to wire transfer the payment because the local bank with which they deal either cannot handle checks drawn on American banks or in so doing the vendor would loose a lot of money with bank fees charged to handle these checks.

Hi All –
We’ve gotten a request to order a dvd from The Centre for Studies of History and Culture of East European Jewry. They are in Lithuania and are requiring a wire transfer payment before sending the dvd. I couldn’t yet find holdings on OCLC to see if anyone else had purchased this set from them. We’re always a bit leery of sending money off to a totally unknown organization! If anyone has dealt with them and would be willing to contact me on or off list about dealing with them, I’d appreciate it!
