We started having to do this a few years ago. We have also gone through a second round a year or two ago to get updated W8 and W9 from vendors already on file due to some major revisions of those IRS forms. We are a private university.
We tell vendors that our university accounting department will not send payment if W8/W9 is not provided. It sometimes takes months to get W8 from foreign vendors.

Our accounting department requires us to have a W8ben or W9 on file for all of our vendors. However, we regularly encounter foreign vendors who do not understand or want to fill out the W8. We recently had a vendor from France who said that they sell to lots of other public universities in the US, yet they have never been asked to fill one out. It made me start wondering if other universities are actually required to do this?
