Our business office requires the IRS paperwork before they send a check, and that's standard practice, so your vendors shouldn't be surprised. Now if you purchase from a jobber who is supplying the title for you, you only need the W9 from the jobber (ie EBSCO). Most companies selling to American companies will have come across this before and have a copy of the form ready to send you. I ask for the form from any new vendor and as a gentle encouragement, I always state before placing the order that I'll need the paperwork before I can send them a check.
If the vendor doesn't seem to be able to do this, check with your admin office about what they recommend. Also maybe look for a serials jobber specializing in international titles?

At our institution, we are now being asked by the Administrative area to request from any foreign vendor that they fill out IRS Form W-8BEN-E<https://www.irs.gov/pub/irs-pdf/fw8bene.pdf>. From now on, we will not be able to acquire directly foreign library materials or directly subscribe to a foreign journal or database unless our suppliers satisfy this requirement. This form is related to the Foreign Account Tax Compliance Act (FACTA). It is an intimidating 30 part and 8-page long questionnaire. Is anyone else in the Acquisitions community being asked to do the same at your institution when you buy library materials from a foreign country? Thanks in advance any input you can give me,
