Otto Harrassowitz does an excellent job with foreign materials.  You best bet may be to search on Amazon Marketplace for materials if you have the time and staff.
However, beware of “bookjackers” – these are individuals/companies that do have any of their own stock.  They list other folks stuff as their own at highly inflated prices.

Midwest Library Service can search for out-of-print titles but will charge a service fee.
You can search across a number of out-of-print websites with the metasearch engines:
