HI Missy - If you don't have an ERM, I'd suggest identifying the terms/issues on which you'll want to report and set up an Access-type database in which to enter and track the data. It's not elegant and it will still be quite a lot of work to set up (depending on how many licenses you're managing), but it will give you the ability to create reports and if it's in a database format, you could give other departments read only access so they could query it themselves on demand. (This could be very handy for your ILL folks, etc.) The tricky part is the tricky part with all tracking systems, identifying what you want/need to track at the outset and being able to then add new issues to track as they arise.
