Job Title: Head of Acquisitions, San Jose State University Library

About the Position
The University Library's Head of Acquisitions works respectfully and cooperatively with employees of the Dr. Martin Luther King, Jr. Library to perform duties under limited supervision, and works independently to achieve specified outcomes reporting to the Technical Services Manager, University Library. King Library is a unique collaboration between the City of San José and the San José State University. This position is responsible for providing library services on behalf of the City and University in an integrated unit.
The purpose of this position is to oversee the Acquisitions Unit providing leadership and planning, establishing policies and procedures, and organizing workflow for the successful operation of the Unit. The Acquisitions Unit is responsible for acquiring over $2 million, annually, of electronic and print books, journals, databases, and media to support SJSU's 85 degree programs each year, and ongoing oversight for 125,000 e-books, 120,000 electronic and print journals, and 400 electronic databases.
Additional responsibilities of the position include project management; acquisition of complex formats and electronic resources; managing and negotiating electronic resource license agreements; supplying work lead direction to SJSU staff; and developing and providing training. The incumbent in this position works collaboratively with the Head of Collection Development and the University Library Accounting Office to monitor allocations and expenditures for Library acquisitions and serves as primary contact and negotiator with Library materials vendors.
Responsibilities include, but are not limited to:
* Oversees and coordinates the component parts of the Acquisitions Unit, developing workflows, establishing best practices, and providing strategic solutions.
* Implements the priorities of the Dean, Associate Dean and Technical Services Manager; oversees work to ensure excellent results in an expeditious manner.
* Makes recommendations as to what to do when situations arise where there is no precedent or standard method of performing the work
* Establishes goals and coordinates projects.
* Serves as a resource to the Manager of Technical Services and the Unit for complex acquisitions problems and represents SJSU Library in handling complaints and resolving issues related to Acquisitions operations.
* Serves as a resource for San Jose Public Library employees in overseeing and troubleshooting issues with the Millennium Acquisitions System Module.
* Works closely with the Head of Collection Management and Technical Services Manager to encumber and monitor fund allocations of a budget of over 2 million dollars.
* Develops and presents best practices for SJSU and CSU audiences and presents at appropriate conferences.
* Provides training to Subject Librarians on GOBI, Millennium, and approval profiles.
* Provides work direction to two Technical Services Specialists and two Acquisitions Specialists working in King Library.
* Coordinates, instructs, guides, checks, monitors, and corrects the work of others in order to maintain levels of productivity and quantity.
* Provides input to the manager for performance reviews and operational issues.
* Reviews, evaluates, and negotiates licensing agreements in consultation with the University Library Dean.
* Maintains and updates file of license agreements.
* Orders a variety of electronic resources working closely with the Head of Collection Development.
* Interprets license agreements to establish online access and resolve access problems for SJSU students and faculty.
Education and Experience
A Bachelor's degree and/or equivalent training and minimum of 4 years' experience working in an administrative or analytical support position. Staff experience in an acquisitions department of a library; experience interpreting license agreements and negotiating terms with vendors is preferred.
Preferred Qualifications
1. Experience with an integrated library system, such as Millennium, Sierra, or Voyager.
2. Evidence of strong written and oral communication skills.
3. Experience negotiating with vendors.
4. Experience with financial, invoice and accounting procedures in a library setting.
5. Experience supervising and leading the work of other employees.
6. Experience interpreting license agreements.
Knowledge, Skills & Abilities
* Comprehensive knowledge of the institution's policies and practices associated with the ethical use of access to electronic resources, as well as general knowledge of the library code of ethics, and U.S. copyright law and the fair use doctrine.
* Demonstrated experience in research and statistical analysis, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.
* Working knowledge of software applications such as: work processing, spreadsheet, and database management. Ability to learn and obtain a thorough understanding of the integrated online library system, the Acquisitions, Financial and Management Modules, and PeopleSoft Financials system.
* Thorough knowledge of the library's collection; integrated library system; and computer applications.
* Comprehensive knowledge of external online databases, systems, resources, and trends pertaining to the assigned organizational unit.
* Thorough knowledge of and ability to apply extensive expertise to complex principles and practices of fiscal management or public administration.
* Expertise in investigating and analyzing problems with a broad administrative impact and implications. Ability to anticipate problems and address them proactively.
* Ability to provide program leadership in a complex organizational unit with broad impact.
* Ability to quickly learn and apply a variety of state, federal, CSU, and SJSU policies and procedures.
* Ability to maintain confidentiality and appropriately handle sensitive communications with employees and external agencies.
* Ability to work independently, exercise sound judgment, make constructive recommendations, and perform work in various situations where numerous and diverse demands are involved.
* Excellent oral communication skills. Must possess excellent customer service and public relations skills.
