I contacted my regular ProQuest rep who put me in touch with the NC Refworks specialist. Here's what he said:
"We are providing Flow at no additional charge to all our current RefWorks subscribers. If you haven't seen or heard about Flow yet, I have posted a quick YouTube video that briefly explains the product. In short, Flow is more of a document management tool, where RefWorks is a citation management tool. We developed Flow for those users who think RefWorks has too high of a learning curve. I'd be happy to schedule a webinar with you if you'd like to see a demonstration of Flow.

What this means for you is that you have the option to either keep promoting only RefWorks, or promote both RefWorks and Flow to your users. We have even had some campuses slowly transition their RefWorks users over to Flow."
Good luck!

Subject: [ACQNET-L] RefWorks Flow?
Hi everyone,
I am reaching out to see if anyone has information about this.
I am in receipt of our renewal for RefWorks, and the title/description has changed. Previously, our renewals and invoices listed the subscription as "RefWorks with RefShare". On this most recent renewal, the subscription is listed as "RefWorks and Flow Combination Package". I have not received any information on this new combo package, but I can see information about RefWorks Flow online. Has anyone received any information about this change to RefWorks?
Thank you for your feedback and have a Happy Thanksgiving.
