On June 14, 2014, the Board of Directors of the Association for Library 
Collections and Technical Services (ALCTS) approved a statement on open 
access (OA). This e-forum will serve to publicize ALCTS’ OA statement to 
its members and the profession, consider the statement’s applicability 
to Library Resources & Technical Services (LRTS), and engage 
participants in a larger discussion about publishing in OA and hybrid 
journals and the role of libraries.

Moderators

Buddy Pennington is the Director of Collections and Access Management at 
the University of Missouri – Kansas City, leading library operations in 
collection development, acquisitions, cataloging and metadata, and 
electronic resources management.

Doralyn Rossmann is Head of Collection Development and Associate 
Professor at Montana State University Library in Bozeman, MT. She has 
more than twenty years of experience in academic librarianship. Her 
current research interests include scholarly communication, building 
successful and strategic social media plans, social media optimization, 
and community building and engagement in libraries.

Mary Beth Weber is the Head of Central Technical Services at Rutgers 
University Libraries in New Brunswick, New Jersey. She has 28 years of 
experience as an academic librarian and has held a variety of positions 
at Rutgers. The responsibilities of her current position include 
oversight of acquisitions and resource description (both MARC and 
non-MARC metadata). She is the current editor of Library Resources & 
Technical Services (LRTS), the official scholarly journal of ALCTS.

What is an e-forum?

An ALCTS e-forum provides an opportunity for librarians to discuss 
matters of interest, led by a moderator, through the e-forum discussion 
list. The e-forum discussion list works like an email listserv: register 
your email address with the list, and then you will receive messages and 
communicate with other participants through an email discussion. Most 
e-forums last two days. Registration is necessary to participate, but
