Selectors can investigate, set up trials, and even negotiate a potential
sale price. For trials, the e-resource librarian and i need to be notified
so we can make sure others know, stats are explored, etc. Actual official
purchases are sent in by acquisitions team. Librarians cannot commit to a
purchase.
