Hi Paul.
We generally don't add them unless it's clear that their terms of use
include posting on a library server for multiple users. It's been very
rare that this is the case, (hardly ever, really,) so now, unless it
appears to be open access, we tell the requester that they are not licensed
for library use and we can't acquire them.
Burning to a disc for further distribution may also be a copyright
violation in the majority of cases, so unless explicitly permitted, we
wouldn't do that either. It does frustrate faculty and librarians when
they see individual-use files offered and we can't add them to the
collection, but I don't think there is much we can do (legally.)
