We have platform contracts with Ebsco and Ebrary, mainly SUPO. We order Ebsco directly and receive MARC records from them via Worldcat. We use MARCedit to add/edit access URLS (856), etc. We order Ebrary from YBP and bring in and edit our own records from OCLC as they charge for bibs. Can't address license issues as I don't handle that, but I imagine that's addressed in the provider's platform agreement.
