We try to minimize the time that two ledgers are open because we do batch
loads that create the order record as part of the process (using
confirmation records from YBP).  It was explained to me that these loads
fail when two ledgers are open because the architecture of the system
operates on looking for a correct fund and does not look additionally for a
ledger.  So two copies of the same fund is confusing and the file load
fails.
