Purchasing PDF files

Hello,

We recently encountered a situation where a faculty member requested that we purchase 4 print reference titles that included PDF downloads.  Typically we only purchase electronic resources that are hosted on a vendor's platform as we don't have the server space to store these materials locally; however our IT department approved loading these PDF files onto our server since they were relatively small.

The problem that we are facing now is that our Cataloging department doesn't know how to catalog these materials.  There are no records for these items in OCLC, and it looks like our Catalogers will have to create unique records in-house.  I was wondering if anyone else has experience with purchasing PDFs, or if you have a policy about purchasing this type of material.  If you have purchased them, how do you catalog them?
