I'm condensing the many great responses I received about the problems with the $5,000 limit on their departmental PayPal account and not being able to verify the account.
I am NOT alone... many people have the same problem with the limit. Just this is very helpful for me as the credit card office at the college didn't really believe me when I told them about the limit!
People have created some workarounds, listed below. A couple did have their limits lifted. Most institutions will not let their departments verify their accounts by linking to a bank account or by signing up for a credit card.
People urge sellers to let them pay another way besides PayPal.
If you can, use the option that you don't have a PayPal account and just use your credit card.
For me these two options are difficult because it is far easier for everyone in my office to just use PayPal!
Several people said that closing an account and reopening a new one with the same credit card worked. It did not in the past for me but I may try it again. You have to delete the credit card from the old account before creating the new account. This does cause a delay while you wait for the new account to be activated and you have to have the old account cleared.
Some people have tried making purchases as a guest, but at least one person did that and it remembered the credit card the next time and would not let her be a guest again.
Have more than one credit card available to use and/or get a new credit card to use just for PayPal. Not an option for me as the college does not want to issue more cards.
A couple of institutions were able to lift their limits.
One institution: "The solution was persistent effort on the part of an Acquisitions staff member. She kept calling PayPal customer service, talking to different people and gradually working her way up the ladder to people with authority to take action. She finally arrived at someone that lifted our spending limit entirely."
For another the university's financial services were able to get the limit lifted. The gave them a bank account number that would not accept payments. Only time it was a problem was when a vendor tried to refund cash back to the bank account instead of the credit card.
Thank you everyone for your input. Now if only PayPal would listen.
