We also had this problem. Our interim solution was to open a second PayPal account under a different staff person's name and work e-mail and purchasing card. 

As we were worried about what to do when that account reached its limit, we contacted our business office about the problem and they eventually agreed to have that account "authorized" by linking to the college bank account. We gave the business office the account password and let them set it up. 

We have to be extremely careful now because the default payment goes to the bank account. We need to make sure EVERY TIME that we change it to the credit card. 

We still try not to use PayPal whenever possible. If the purchase allows you to use PayPal to pay with a credit card, but not thru the PayPal account we always go with that.

We've been in that position for a year or so. At first I was sort of lost as to what to do, but then began paying as a guest. On the bottom of the righthand side of the PayPal screen, there is something like "Don't have an account? Click here." That works fine, because you just ignore that fact that you have an account. 

Just last week, though, I learned that one cannot initiate a payment transaction as a guest. I was dealing with a filmmaker in India, who wanted to be paid via PayPal. When I explored the possibility, I realized that I was going to have to log on as myself, which I knew would not work. At that point, I broached the linking idea with the credit card administrators here. That was an adventure. They were put out that I was using PayPal to begin with, and they were suspicious that a seller wouldn't/couldn't accept credit card payments. At that point, I decided to ask the seller to bill me, which ultimately worked out fine, so there was not need to press the issue. 

I was greatly relieved, because I could see that it was going to be a huge deal if I had insisted on the linkage idea. Although I explained that the link is just insurance (so the seller gets paid no matter what), they did not understand that the payments would really have continued to take place on my p-card. So, lesson learned: you can respond to an invoice, but you can't initiate a payment as a guest on PayPal.

You can bypass establishing a Paypal account by simply using the "guest" option.

We had this problem at my previous library. We purchased anything requiring PayPay with our procurement (credit) card. That does not require you to have your own PayPal account.

We have reached our spending limit and cannot get Paypal to lift it without linking to a bank account or applying for a credit card, neither of which I can do .
