Have you looked at Junior Library Guild's library plans? For $171 a year, you get a hardcover book a month for a specified reading level (12 books @ $14.75 each). They have 47 levels to choose from; we currently get five levels. We've been quite happy with the selection; many of the titles win awards or are named to honor lists.
YBP does a children's award standing order plan; we used it at my last position.
You may also want to look at school/public library vendors, like Baker & Taylor and Follett. When I was a school librarian, they had good tools for developing children's collections.

Subject: [ACQNET-L] Rental collections for children's books
Our Learning Resources Center, which serves the College of Education, is looking for new ways to quickly get award winners and starred or positively reviewed titles onto the shelves. I'm interested in hearing about any experiences your libraries may have had with using a McNaughton-like rental collection for children and/or YA books. We are just starting to explore this possibility and I see that McNaughton does offer such collections. Has anyone used this service? Have you used similar services from other companies? If so, which ones? What have the pros/cons been?
