Here are the guidelines we use at Portland Community College. Our
collection is about the same age:

 Popular Collection guidelines

The role of the PCC Library Popular Collection is to support leisure
reading to strengthen literacy skills, to attract students to the library,
and to provide access to the popular titles students would like to read,
which is consistent with the library's role as a user-centered service.
Here are some guidelines about the collection:

   - Most of the book  titles in the collection will be popular fiction
   that is less than five years old.
   - The collection will also include memoir, humor, and popular
   nonfiction.  Only nonfiction titles on a national best sellers list should
   be purchased for the popular collection.
   - Purchasing for the popular collection will be overseen by librarians
   serving as leaders on the Collection Development committee. Other
   librarians, students and staff will be encouraged to make recommendations
   about what should be purchased, which will be routed to the librarian
   overseeing the collection that term.  The assigned librarian will monitor
   the budget and ensure equitable distribution among the campuses.

   should be emailed to the coordinating librarian.*
   - The Popular Collection will be weeded annually to keep the shelves
   fresh.
   - Preference for paperback if the title is out in both, but hardback is
   fine if not.

We weed based on use and space. When the shelves get crowded, we run a list
of total checkouts and the last checkout date, and weed from there. At the
librarian's judgement, the item might be moved into the literature section
of the general collection, or sent to the booksale program.
