purchasing through multiple consortia

Our library is the member of several consortia. We purchase and/or license many of our resources through our California State University systemwide consortium. We also acquire resources via another consortium when products are not available through our systemwide group. This process has been working well for us for several years.

We currently have one publisher/vendor who is telling members of our systemwide consortium that they cannot buy this vendor's products from two separate consortia.

For example, the library wants to subscribe to a database (AnthroSource, only available through the one vendor, Wiley); that product is not offered through our primary statewide group, but it is offered through another consortium of which the library is an affiliate.  Wiley said no, the library could not purchase their different products from 2 separate consortia. They even went so far as to return the check! The only option was to get the database directly from Wiley at a higher price, even though it was offered through the 2d consortium.

Has anyone else seen such behavior from a publisher/vendor?  It seems odd having a publisher tell the library who they can and can't purchase through.

This publisher has been incredibly difficult to work with over the past year and seems to be wanting to pick a fight on every possible front.  Have others in other consortia had a similar experience?
