ALA has a wonderful page on Video and Copyright, which I've used as reference when these types of questions have come up. I agree with Michelle's input: If it is a campus group seeking to show the film, it is generally their responsibility to secure PPR rather than the library's.

We do make sure that we purchase the educational copy of a video if such pricing distinction is offered and apparent at time of order. This is not always the case, and sometimes we have discovered the existence of educational pricing after having bought the lower-priced version. Educational pricing often includes public performance rights, but not always. We are not including any note in our public-facing records that indicate this difference in licensed uses, and don't seem to get a lot of questions about it--at least not many that come to me.
