I don't think we have an official policy, but the way I see it, it is only the library's responsibility if the library is the one hosting the public performance. Otherwise, I direct the patron to the distributor, which I can usually figure out via IMDb-Pro (to which the local film festival has a subscription).

Hello, everyone,

This semester we have faced a sudden deluge of requests to acquire public performance rights for videos.  We currently do not have a policy in place to address this, which is only exacerbating things.  If your collection development policy addresses the acquisition of public performance rights or if you have a separate policy that addresses this, I would be most appreciative if you'd be willing to share that policy or text with me.
