E resource budgeting

At the University of Northern Colorado we are in the process of examining the structure of our budget for library collections and considering alternative models. To help us in that process, I would like to gather information about how others budget electronic resources. I hope you will take a few minutes to answer the following questions. 

1. Do you treat any electronic resources as capitalized? If so, which ones? 

2. Do you have a single “pot” for all electronic resources? Do you budget ongoing electronic resources and one-time purchases for electronic resources separately? Do you break out ongoing resources into databases, individual electronic journal subscriptions, packages of electronic journals? 

3. How do you budget electronic books? As one-time purchases? Are collections received as subscription packages budgeted as ongoing electronic resources? 

Thanks for taking the time to share information about your practices. I would be glad to summarize for the list if there’s interest.
