Starting a collection from scratch

Good Afternoon, 

My college opened a new campus and so we have to set up the library from scratch. I am handling the collection development aspect of it, however I have never built a collection from scratch. My question is: "How to I appropriate the resources for the collection, I have selected 3 main areas from the list of course offerings at that particular campus, but I am still not sure how to assign 'x' percentage of resources to a particular subject area. Is that the correct approach? 

Any advice given will be greatly appreciated. I will also compile and share so that other newbies can benefit.
