ALA Midwinter Program - ALCTS Role of the Professional Librarian in 
Technical Services Interest Group

Topic: Perpetual Access: Peaks and Pitfalls

Presenters: Jane Smith (Coordinator of Electronic Resources, Texas A&M 
University); Eugenia Beh (Electronic Resources Librarian, Texas A&M 
University)



Librarians want to have perpetual access clauses in our licenses and we 
know that publishers will provide them, but what are we actually getting 
with our perpetual access rights?  Our two focus speakers will discuss 
the results of their examination of perpetual access clauses from 20 of 
the Texas A&M University Libraries’ licenses for major journal packages, 
including the impact on  the electronic resources and serials workflows; 
the potential impact on the acquisitions and cataloging staff; and how 
perpetual access affects current and/or future functions as technical 
services librarians.  The speakers will present a chart comparing the 
perpetual access rights offered by the 20 publishers.



After the presentation we will then open the discussion to the audience 
to learn how librarians at other institutions deal with perpetual access.



The meeting will conclude with a brief business meeting.



Jane Smith is the Coordinator of Electronic Resources at Texas A&M 
University, a post she has held since 2008. From 2002 – 2008, she served 
as the Education Librarian at Texas A&M. Prior to her academic library 
career, she was a public school librarian. She is interested in serials 
and electronic resources management. She received her MLS from Texas 
Woman’s University in 1996.



Eugenia Beh is an Electronic Resources Librarian at Texas A&M 
University. She received her MSIS from the University of Texas at Austin 
in 2008, where she was also a staff member at the University of Texas 
Libraries from 2002-2010. Eugenia serves on the Executive Board of the 
Asian Pacific American Librarians Association and is the Chair of the 
Student Outreach Committee for the North American Serials Interest Group 
(NASIG).
