Library software recommendation

Good afternoon all , 

We have received a request from a non-profit organization for advice on 
 software for running a small library of resources for staff. Does anybody have any comments on  or 
 reviews of  a fairly recent experience with software for small non-profits that they could share?
 This request is also being  sent to a cataloguing list, 
 but I thought there might be some members of this list with information they could share. 

 Here are the requirements, based on an initial conversation:

 * They do not currently have a library, but a decision has been made to establish one, and they 
 envision having a one-room resource centre with a few thousand items. 
 
 * They would need to be able to create basic descriptive records (author, title, subject) and 
 would require circulation functions. It is for staff only, so anti theft devices would not be 
 needed. 
 
 * I imagine that the ability to do copy cataloguing from some free source would be helpful; and 
 of course, 

 * I don't think they will have much on-site tech support.
