This seems like a paltry, rough solution to your problem, but is it possible that you could use any existing MARC record, copy it in Marc Edit and simply change the necessary fields to suit your purposes?

We use Sirsi for our ILS and it has a fill-in-the-blanks form to use for making short records. You can either set it up to give word prompts (i.e. Title, Author, ISBN, Series) or, you can set it up to give MARC prompts. It absolutely requires the ISBN and title for any item entered. From time to time, Tech staff at the headquarters library of our system go through the short records that have been created and overlay the regular MARC record if there is one at that point. If a long enough period of time goes by with no MARC record for a certain item, they request that we send that item to them and they enter a long MARC record. We try to make the short records as complete as we can so other libraries in the system can easily tell if the item they are ordering is a match for our record. Then they can add their order on to that record and it eliminates unnecessary duplication.

We import our bib records from OCLC's Connexion. If there is no record there, we (Acquisitions) create one, which later gets fleshed out by Cataloging.

George, your ILS should have a template your staff can use to manually create brief MARC records. My order entry staff creates brief bibs with ISBN or UPC, author, title, year, and material designation (if not book). I gave them simple guidelines for exactly what format to use and the indicators. You should be able to customize the templates to show the fields that you want. In the template for brief records, we also have an automatic note (500) field that displays saying "Note: This is a brief order record. It will be replaced by a full catalog record after materials are received." (since we allow on-order titles to appear in our catalog). Surely, Horizon also has this capability? We run quality control reports to check for typos.
