Our library has PDA e-book purchasing which currently is working very successfully with the majority of titles being used relating to what we teach. The way we have it working is a title can be rented - short term loan - 3 times and then it becomes an 'automatic purchase'. We have the facility for mediated short term loans which is governed by price ensuring we have control over the price of books being used/purchased. This means we see what is being borrowed and there are no budget surprises when the invoice arrives.
We also have alerts set up so when a title has been 'rented' twice we receive email notification - this includes both mediated and non-mediated, again making it possible to see what is being used and decide whether we don't want to purchase that title. We then have the facility to withdraw it from our catalogue and suppress it from our patrons view in the vendors catalogue.
We also receive notification by email of all auto-purchases as they occur during the month.

Interestingly, of 800 auto-purchases we have made by PDA, there have been only 4 titles we have removed from 'circulation' either because they are inappropriate for our teaching, or because of price.

Each month we receive an invoice for the short term loans (which are akin to interlibrary loan fees from a budget point of view), and an invoice for the auto-purchased titles (listing titles). We can compare this list with our purchase alert emails as we invoice each title on the system - an internal requirement to satisfy our auditors.

The access by title showing number of times a title has been used, including length of time of use, whether downloaded or read online is always available under our account on the vendor's database.

Dear colleagues,

Our library is exploring patron driven acquisitions (PDA). I'm looking for some help in understanding PDA from an accounting standpoint.

A lot of academic libraries and vendors have implemented patron driven acquisitions (PDA). Under PDA, a library works with a vendor to create a profile similar to an approval plan profile, which results in a set of bibliographic records being loaded into the library's OPAC for free. These bibliographic records contain live links to e-books, which the library's patrons can use immediately. After an e-book is "used" a specific number of times, the library is automatically billed for the purchase of that e-book. The library is not billed for any e-books that don't receive enough uses.

Our library is very careful to maintain appropriate audit trails. I think it would be very difficult to justify PDA to an auditor: "We agree in advance to pay the vendor for some content, then the vendor decides what we bought and how much we owe for it." If your library has implemented PDA, how have you dealt with this issue, or have you? In other words, how do you know for sure you're getting what you paid for, or do you care?

It seems to me the piece that's missing is either mutual verification between the library and vendor about how much a PDA e-book was used (but we couldn't funnel this through our circulation system), or having an independent third party certify the usage numbers provided by the vendor.
