Eastview Information Services http://www.eastview.com/ does very well by us. We went to them exclusively when our previous vendor failed. Our approval plan ticks along with no problems at all.

I used http://www.russianthings.com/books/defaulteng.htm Russian 
Publishing House when I ordered Russian language materials for a public 
library 3 years ago. They leaned more towards popular fiction 
(translations of American/UK authors and fiction originally published in 
Russian) but did a fair amount of history/memoir as well. All of their 
books had ISBN numbers, which made them easier to catalog/search if you 
don't speak Russian and are selecting Russian materials! 

Also, assuming they still offer their paper catalog, I found it much 
easier to use than the website. Each title had a brief annotation, and 
for the fiction not in translation, gave you an idea of the author's 
popularity/genre if you weren't up on Russian bestsellers. Not sure 
about approval plans, but they definitely court the library market so 
chances are good they can do that.

Villanova has used East View for a few Russian firm orders. East View also apparently offers an approval plan, but I have no experience with that. Perhaps worth investigating.
