At the University of Texas at Austin academic departments can transfer funds from their budgets to the UT Libraries for purchase of materials in their specific subject areas. These are referred to as "Library Special Purchase (LSP) funds. The bibliographer/selector responsible for the subject areas associated with that department can use those funds to order materials. LSP funds can also be set up to pay for subscriptions. UT accounting rules require materials purchased on these funds to be invoiced separately from materials purchased on 'regular' library funds as the type of accounts are different in the eyes of the UT Purchasing Department. Some academic departments provide considerable funds; others small amounts. Note that this is different from endowment funds.

Colleagues,
Exchange at Berkeley accounts for the acquisition of more than 6000
serial titles at a value-to-cost ratio well in excess of four to one.
But even the program's relative efficiency doesn't shield it from the
pressure of a shrinking operations budget or from the prospect of
reallocation of funds on the retirement of key staff.
In order to shield Berkeley's program from those pressures, I am
interested in developing a model of library exchange that in some
measure defrays staffing costs with funding supplied by the academic
departments that most benefit from the program.
Thus the question: have any of you attempted to tap into sources outside
of your library's budget in support of exchange, or of other acquisition
functions of any sort? if so, your willingness to share your experience
would be very much appreciated.
