Software purchases

Greetings,

I have a question for the group.  I have a faculty member who is 
requesting a CD-ROM to be purchased out of his department's acquisitions 
budget.  Here is the item the faculty member wishes to purchase:

My question is, how does one "use" the software? We obviously cannot put 
it on a shelf for students to check out. If we install it on one 
machine, that is the only machine that we will be able to us it on.

I guess, as another question, how are other libraries handling something 
like this?
