The first time I ran into PayPal's spending limits, I begged & pleaded with our CFO to give me a way to verify our account.  She said no. That's when I discovered that if you close your account, you can open another with the same charge card.  It was a pain, but it worked.  If PayPal hasn't changed their system, that could help.

The second time I hit the limits our CFO relented and gave me account information from a dormant account, but I had to assure her repeatedly that I would never actually use the account to make purchases.  By then I think she already had a PayPal account for some of her needs and wasn't quite so nervous.

I had this same problem. Although getting through to Paypal is not easy, it turns out they had us as a vendor and that is why they needed bank account information which of course I had no way of supplying. It was not quick or easy to straighten this out.

We use a university purchasing card. There is more protection against fraud with a purchasing card. Pay-Pal's rules are senseless and what's to protect you from Pay-Pal fraud? I would recommend requesting some sort of departmental purchasing card if you can.

A lot of the small international entities we do business with don't take credit cards or use Pay-Pal at all. In these cases we either  1) wire transfer directly to the vendor's account (costs us $25 more) or 2) have the local bank cut them a check in their currency (also costs us $25 more). 

Not what you were hoping for, but an explanation of how we do business without Pay-Pal.

There is an increasing need to use electronic funds transfer via PayPal to obtain library materials from small independent publishers here and abroad.  Use of Ebay has also increased which depends heavily on PayPal for payment.  Setting up a PayPal account is easy, but a non-verified PayPal account has a spending limit which when exhausted requires verification.  There are a number of ways to become a verified PayPal user, but at the university level these options are less than attractive as they seem to involve giving PayPal a bank account number. I am interested in knowing if libraries have managed to obtain verified PayPal accounts and if so how they have managed to do so.  Thank you.
