Please summarize and share any personal replies you may receive to this message. Our institution is having the same difficulty. While we've had some successes inviting payment requests from sellers/vendors, it's becoming increasingly difficult to make this work. Our library financial staff have been working with our parent institution to find an agreeable way to get our account verified but it hasn't happened yet.

Ohio State uses PayPal only occasionally, so we use the purchasing 
card payment option.  There is no way we would give them a university 
bank account number.  It will be interesting to see if anyone has.

There is an increasing need to use electronic funds transfer via PayPal to obtain library materials from small independent publishers here and abroad.  Use of Ebay has also increased which depends heavily on PayPal for payment.  Setting up a PayPal account is easy, but a non-verified PayPal account has a spending limit which when exhausted requires verification.  There are a number of ways to become a verified PayPal user, but at the university level these options  are less than attractive as they seem to involve giving PayPal a bank account number.   I am interested in knowing if libraries have managed to obtain verified PayPal accounts and if so how they have managed to do so.  Thank you.
