Tracey,
A while back I worked at an institution that did a trial project where
they encased the entire CD case in a lockable device. The device was
tattle taped I believe. This allowed the CDs to be placed on the open
shelf but required the CD case to be released during the circulation
process from the lockable device. Not sure what happened with the
project or what vendor they bought the devices from. I just found an old
report on the institutions website and the name of the device is Kwik
Case and evidently they liked the results of the trial project. I
imagine such devices are still available.
