I encumber the remaining free balance in a dummy order record.  The
funds then roll over just as any encumbered book orders roll over.  When
orders are received, either use the original dummy record (works for
single title), or delete the dummy record and encumber new
orders/records.  The roll over funds are kept separate from the next
year's allocation; I use a generic fund = encum.  The down side is that
these titles will not show up on any subject fund lists, but it allows
us to roll over funds for those selectors who were not able to finish
their FY purchasing.  I only use this method for one or two funds per
year; generally, selectors are expected to submit orders against their
allocation in a timely manner.

One of my subject selectors wants to roll his funds from this current 
year over to the next year.
I have been told a couple of contradictory tales about how this can be 
done. I was told that increasing
next year's allocation amount by the rollover amount would affect the 
allocation formula for the next year.

My questions is: Has anyone done this in the past, and how did you 
handle it on your ledger?
