I would call and ask to speak with a supervisor at customer service.
Explain that you are a not-for-profit institution, and that you own the
previous edition. If that doesn't work assure the publisher the book
will not be for monetary gain (the only reason why, I guess someone
would not sell you the book). Do they have library accounts as well?
If they do see how they deal with them. Good luck!

We ran into a similar situation with CQ Press. The difference is, they
did let us buy the book. However, I kept having to remind our Systems
Department that the web access was only allowed for one user/login at a
time. (They kept asking me to get IP authentication, and that was not an
option that the publisher allowed.) The publisher's explanation was that
the book was not marketed for libraries, but was rather intended for
student purchase. It's an annual that we had been purchasing for years
in support of the Political Science Department, since it is not used as
the textbook for the course. (I have additional issues with that
publisher, but will save those comments for another time.) If there is
a demand for the book you are trying to publish, I would recommend
bypassing the publisher. Try Amazon.com, if that is an option for you.
The license restrictions are probably in the front or back of the book.
It's most probably a single-user license.

We have the same problem with our Elsevier health 
sciences textbooks. I've been advised by our book 
distributor that the library can still purchase the 
texts since no library edition exists.  In dealing with
the activation codes, our solution has been to black 
out or remove.

I tried in the past to license the web access but 
with little success. The books selected, at least in 
the health sciences, to have the counterpart online 
access tend to be core titles.  Usually our students are 
required to purchase these works for their coursework so
not offering the access code has not been an issue.

Has anyone ever run into this situation?  One of my order staff tried to
order the third edition of a book.  This book comes with web access. We
have the first edition of this title in hard copy, purchased 2005.  She
called the publisher to get information about any license issues
regarding the web access. The customer service rep told her that
libraries could not purchase this title. The rep said that the web
access is single user only (the purchaser is the only person who can use
it), and that libraries could not purchase it. When asked if we could
buy just the book, the rep said no.

Do we have any options?
