You could try Puvill, Iberbook-Sanchez Cuesta and Casalini.
All offer foreign language approval plans. We currently use Puvill and
are happy with it.

with Iberbook (http://www.iberbook.com/)  -- 
it works very well for us.

Subject: RE - Spanish Language approval plans

We have a Spanish language slip approval plan for Education books with
Ediciones Universal, and recommend them highly.  Here's the way it works: we
told them what we wanted, and they compile a list for us 2 to 3 times a
year.  They give us the opportunity to select from the list (but we buy them
all), and then key the records into our ILS, so we will know what we will be
receiving. Ask to speak to Marta; she speaks English as well as Spanish.

For the Iberian Peninsula, we use Casalini Libri 
(http://www.casalini.it) and
they do an excellent job with the approval plan.

We also use Puvill Libros (http://www.puvill.com/) for 
several standing orders--Iberian Peninsula too.  We used 
to have our approval plan with them.

We use Libros Latinos for Latin American publications.  
We've also used other vendors in South America.  The SALALM website 
is a good source of info:
