Subject: Pay-per-view journal service

Forgive any cross postings:

    My Acquisitions department is looking to put some funds into a
    pay-per-view journal service, but
    has been turned away from our aggregator, saying they aren't adding
    any new clients to their
    pay-per-view service. 

    Any recommendations on places to go for this?
