The California Community College League has been offering NetLibrary
through its
consortium for several years now. Here is their website:

The college library that I work at has purchased two NetLibrary eBook
collections to date.

Subject: NetLibrary consortium
Several libraries in our corner of the world are interested in
purchasing shared access to ebooks from NetLibrary
via our consortium. We would be happy to hear from anyone who
participates in such an arrangement to learn from
your experience. We would be grateful to receive copies of any policy
statements you have for administration
of membership in such an arrangement. We are especially interested in
learning how the cost is shared among members,
who may join, and what happens if a library wishes to cease membership.
Please reply directly to me. I will gladly summarize for the list.
