Google Video would not really be an appropriate source for collection
development.  Yes, there is programming you can purchase -- such as last
week's episode of whatever. And you can view a whole lot of YouTube-type
postings of questionable legality.  This is not the place for a library
to start.

If they are serious about downloadable -- or, more likely, streamed --
video, they need to start with resources that they know are copyright
legal. And then find out whether access is via streaming or download
--there are pros and cons for both.  What kind of bandwidth will be
needed versus how much does the school have?  And then all the usuals
for an electronic resource:  How is the access provided -- does the
vendor host or does the school have to load the files on their servers?
Is their on-going access?  IP recognition or password required? 

If they're looking at feature films, a subscription service like
Ruckus.com would be a better option to explore.

For educational video, the freely available Annenberg video on demand
(learner.org) or the PBS Frontline programs that are available as
streaming video might be a good place for them to explore first.  Films
Media Group (aka Films for the Humanities) has a fairly well developed
films on demand service.

Does anyone have experience purchasing library access to videos from
Google Video or similar services? We are starting to find that some
programs we would otherwise buy in DVD are available from Google. If
you've done this, I'd very much like to know what issues (technical,
copyright, etc.) you  encountered in the process and how you dealt with
them.
