Subject:  RE - The effect of recent federal legislation on Gifts-In-Kind

Probably what this amounts to is that,in many cases, 
donors will simply choose to sell their donations, say at 
auction, and then donate some or all of the proceeds to the 
institution.  Sadly, this means that many items which 
previously might have ended up in the library 
will probably be diverted to the collections of rich 
private collectors.
