ACQNET: Help with contacting LC's Cataloging Distribution Service

Subject:  Help with contacting LC's Cataloging Distribution Service

Can anyone offer advice on contacting the Library of Congress CDS 
service?  We've been
trying since March 1st to replenish our deposit account and have not 
been able to get a
response to our request for a proforma invoice.  We have tried phoning, 
emailing and faxing
this request (using any and all contacts we could find), and we even 
tried the "Ask a librarian"
feature with no luck.  The voice mail system is frequently so full that 
we can no longer even
leave a message.  I have seen the references to the work backlog at CDS, 
resulting from the
retirement of 40% of their staff in January, and I've tried to be patient.
 
I've considered mocking up a proforma invoice and just sending CDS the 
money, but I don't
think our accounting folks would appreciate that action.  However, we're 
getting desperate.
 
Does anyone use any of the approved dealers listed on CDS's website?
