We do a lot of ordering from bn.com. Our order librarian has the following
to report --

I had trouble at first with the tax exempt entry process.  
Once the number is in the system, when reaching the page 
where the status is to be entered check the box specifying 
a tax exempt order. Choose your number than click outside of 
the box so it will no longer be highlighted. Be sure the 
number is in place in the box.  If it is
highlighted, it is wiped out and taxes will be charged.

If this does not resolve the problem, keep calling customer service.
They will get it resolved.  As to the inconvenience of having to
memorize and reenter information, I do not mind.  It seems to deflect
the fraudulent attempts to direct one to a bogus web look-alike site.

A couple of  years ago we went through this same thing on Amazon.com. We 
finally said "Uncle" gave up and quit using them altogether because it 
wasn't worth the hassle. Even though our tax exempt status was 
"recorded" we still got charged and then were to send the company an 
e-mail in which they would issue a credit e-mail to accompany the 
invoice when we paid it here at the U. It was user-painful to say the 
least. We never started using Barnes and Noble on the Internet because 
it had the same tax problem.  YBP, Blackwells and other booksellers seem 
to be able to handle tax exempt status just fine. Go figure. Our staff 
still uses Amazon.com to look things up to get ISBN numbers and correct 
title/author information but we don't order from them.
