Nancy, Please summarize from the list when you get replies. 

In our library at present, we offer withdrawn materials to other
libraries, but I often wonder if we feel it is outdated, why would they
want them.  I am working on a revision of our policy and procedure
handbook, so it would be very helpful to find out what other
institutions are doing.

We're a public institution like you, and I recently asked that 
same question. I haven't gotten this into our policy yet, but 
here's the official word from our administration as of this spring. 
I do need to pretty it up some for a policy.  
 
"I did some checking on the books. We can sell them or donate 
them.  If we sell them, we would prefer not selling them one by 
one.  It would be best to sell them in lots.  If we give them away, 
we can do that as long as it is to a governmental-type entity.  
That would include the Virginia Correctional Facility, school districts, 
St. Cloud Library and St. Cloud Tech.  We should have them 
sign a document that includes that they are getting them as is, 
and we are held harmless for any content in the materials they are 
buying.  I know our students would never do naughty things to 
books, but just in case they did, that would cover us.  I would 
also include that any funds received from the sale of these books 
will be used to purchase replacement library materials." 
 
We can also just throw things out too.
