If LIBROS EN VENTA en América Latina y España 
(Spanish-language Books in & out of Print) is
the database of which you're thinking, it indeed 
looks like it's now only available via a
paid subscription.

NISC also has a Free Resources page --- but the 
Spanish language database is not listed.
