I used to work for a Scottish company and they/I sent things back
and forth all the time.

The educational vs. commercial status of the receiver has nothing to
do with the imposing of customs duties. The duty is charged on the
item, regardless of the profit/non-profit status of the receiver.

(This is something akin to copyright. Just because you're a
non-profit does not mean that you can use copyrighted material with
impunity.)

Books are covered under Chapter 49 of the U.S. Harmonized Tariff
Schedule and with a few exceptions, books are tariff free.

Two notations on the outside of the package which should help:
"Books" and "Not for Resale."

Subject: How to avoid U.S. custom fees

Help!   Is there a way to avoid US custom fees for
foreign books we acquired?  I wonder if there is
some kind of form which we can fill in and claim
that those materials are for "nonprofit,
educational use."  Any advices will be welcome.
